New reactor operating mode selector: shutdown, nominal, maximum

The mode selector allows establishing the situation in which the reactor will be operated. Possible modes:
- Shutdown
- Nominal operation
- Maximum operation
Each of the modes establishes a different system of action, both AO and alarms, and the processes of events and statistics.
Shutdown mode
In the event that AO is in the process of executing operational tasks, such as monitoring the Pressurizer or Control Rods, it will promptly halt such activities.
Subsequently, low productivity alarms will deactivate, and no new events will be initiated.
It is important to bear in mind that the mandatory daily service level will remain in effect. Hence, if the plant remains idle for more than two days consecutively, the operating license will be at risk of being revoked.
Moreover, there will be no conspicuous visual or auditory notifications to indicate the cessation of any ongoing events prior to the mode transition.
Fuel can only be removed from the core in shutdown mode.
Nominal mode
This is the standard operating mode of the reactor, encompassing alarm settings, expected operational ranges, Automation Operator (AO) activities, statistical data, and events.
If AO is controlling the control rods, it will keep the reactor within operating ranges.
The nominal mode is in turn the startup mode.
Maximum mode
The alarm threshold is only modified between nominal and maximum levels, with the maximum level allowing for a greater tolerance outside of the operational limits.
If AO is controlling the control rods, it will keep the reactor slightly outside the operating ranges, and will not execute an emergency shutdown until the general situation has reached critical values.
It is not allowed to start the reactor in the maximum mode.
